The Saeima adopts the Law on the Academy of Justice

In a bid to enhance the effective and professional implementation of judicial power and to establish a sustainable training system in the field of justice, the Saeima adopted a new law on Thursday, 24 October, aimed at establishing the Academy of Justice, set to launch next year.

The current training centre's capacity and technical support are deemed insufficient for developing and implementing training programmes that significantly enhance the professional knowledge and skills of all employees within the judicial system. The authors of the draft law from the Ministry of Justice particularly emphasise the need for training related to the in-depth understanding of economic and financial crimes.

Training for professions within the judicial system must be planned strategically and purposefully over the long term, setting objectives not only for the quality of work in the courts and the prosecutor's office but also for the effectiveness of the rule of law within the state as a whole.

The law establishes the legal framework and operational basis for the Academy of Justice, defining its role and corresponding status within the state and judicial institutions. Institutional oversight of the Academy will be conducted by the Cabinet through the Minister of Justice. To ensure the independence of the judiciary, functional oversight will be provided by the Judicial Council. Functional oversight pertains to the involvement and monitoring of the implementation of functions, tasks, and competencies, including the achievement of objectives, while institutional oversight relates to the administrative capacity required for its operations.

Additionally, the Saeima adopted related amendments to the Law on Judicial Power, designed to encourage judges to engage in training activities and to motivate them to participate in the organisation and support of the induction processes for new judges.
